Mr. Isaac Osei
Mr. Isaac Osei is a distinguished development economist and public servant with over four decades of multifaceted experience across diplomacy, government, international trade, consulting, and corporate leadership. He currently serves as the Board Chairman of Algebra Capital Management Ltd and Algebra Securities Ltd, where he brings deep institutional and macroeconomic insight to the governance and strategic oversight of the firm.
He began his career at Ghana’s Ministry of Finance and Economic Planning, later heading commercial operations at the Ghana Tourist Development Company. He founded the Ghanexim Economic Consultants Ltd. in 1978 and consulted for the World Bank, USAID, UNCTAD, DFID, JICA and the Government of Ghana on several projects in Ghana, providing strategic advisory on trade policy, infrastructure development, and socio-economic impact analysis.
Mr. Osei was Ghana’s High Commissioner to the United Kingdom and Ambassador to Ireland from 2001–2006. During that tenure, he was unanimously elected the first Chairperson of the Board of Governors of the Commonwealth Secretariat. Mr. Osei also served as the Chief Executive of Ghana Cocoa Board from 2006 to 2008. During that period, significant investments were made in trade logistics infrastructure, cocoa diseases and pest control, and yield-enhancing schemes. This led to a record cocoa production milestone exceeding one million metric tonnes.
As a former Member of Parliament for the Subin Constituency in Ghana, he served as the Ranking Member of the Parliamentary Select Committee on Trade, Industry and Tourism (2009 – 2013). He was later the Ranking Member of the Parliamentary Select Committee on Foreign Affairs (2013 – 2017). Mr. Osei also served on the Ad Hoc Committee that developed the Code of Conduct for Members of Parliament of the Republic of Ghana.
From 2017 to 2019, Mr. Osei served as Managing Director of Tema Oil Refinery (TOR), where he led transformational maintenance and operational reforms at the refinery. Prior to this, he was the Managing Director of Intravenous Infusions Ltd, West Africa’s leading manufacturer of sterile injectable products. Hon. Issac Osei also served as the Board Chairman for the Ghana Ports and Harbours Authority from 2021 to 2024.
Mr. Osei holds a Master’s degree in Development Economics from the Centre for Development Economics, Williams College, and a BSc (Hons) in Economics from the University of Ghana, Legon. He also holds a Diploma from the Economics Institute at the University of Colorado, Boulder.
