Mr. Isaac Osei

Mr. Isaac Osei is a distinguished development economist and public servant with over four decades of multifaceted experience across diplomacy, government, international trade, consulting, and corporate leadership. He currently serves as the Board Chairman of Algebra Capital Management Ltd and Algebra Securities Ltd, where he brings deep institutional and macroeconomic insight to the governance and strategic oversight of the firm.

Mr. Osei previously served as the Chief Executive of Ghana Cocoa Board (2006–2008), during which Ghana achieved a record cocoa production milestone of one million metric tonnes. He was also Ghana’s High Commissioner to the United Kingdom and Ambassador to Ireland (2001–2006), and during that tenure, was unanimously elected the first Chairperson of the Board of Governors of the Commonwealth Secretariat.

From 2017 to 2019, Mr. Osei served as Managing Director of Tema Oil Refinery (TOR), where he led transformational maintenance and operational reforms at the refinery. Prior to this, he was the Managing Director of Intravenous Infusions Ltd, West Africa’s leading manufacturer of sterile injectable products.

As a former Member of Parliament for Subin Constituency in Ghana, he was the Ranking Member of the Parliamentary Select Committee on Trade, Industry and Tourism. Mr. Osei has also worked as a national and international trade consultant to several global institutions including UNCTAD, USAID, DFID, the World Bank, and JICA, providing strategic advisory on trade policy, infrastructure development, and socio-economic impact analysis.

He began his professional journey at Ghana’s Ministry of Finance and Economic Planning, later heading commercial operations at the Ghana Tourist Development Company. Mr. Osei holds a Master’s degree in Development Economics from the Centre for Development Economics, Williams College, and a BSc (Hons) in Economics from the University of Ghana, Legon. He also holds a Diploma from the Economics Institute at the University of Colorado, Boulder.
